Born in Macon, Georgia, USA.
He competed in the NASCAR Grand National Division and the NASCAR Convertible Division in the 1950s and early 1960s, in addition to racing throughout the southeast, winning the 1957 MARC Southern Late Model Championship.
Howard was inducted into the Georgia Racing Hall of Fame in 2004. He died on January 1, 2013, on his 91st birthday.
